The National Transition Network (NTN) provided technical assistance to states awarded with School-to-Work Grants. We were a partner within the National Transition Alliance for Youth with Disabilities (NTA).

The mission of the NTA was to ensure that youth with disabilities, including those with severe disabilities, acquired skills and knowledge, gained experience, and received services and supports necessary to achieve successful post school outcomes, including postsecondary education, gainful employment, independent living, community living, social integration, and lifelong learning.

The National Transition Alliance sought the formation of one education system that benefits from the lessons learned form special education, regular education, and vocational education.

The three broad goals of the NTA included:

  • Improving transition services and outcomes for youth with disabilities;
  • Building state capacity to plan and implement effective school-to-work practices for youth with disabilities; and
  • Building integrated systems that recognize the importance of aligning structures, policies, and procedures to support youth with disabilities and their families.

NTN Role in NTA

NTN staff coordinated the technical assistance activities targeted to the states with school-to-work development and implementation grants. NTN staff worked with the Technical Assistance Advisory Panel and individual states in identifying appropriate technical assistance strategies. The following are some of the strategies used to address identified state needs: topical teleconferences, state and multi-state meetings and conferences, on-site visits, regular technical assistance calls, materials and resource development, consultants and experts, and paper and electronic dissemination.

NTA Partners

Organizationally, the Transition Research Institute at the University of Illinois served as the headquarters of the National Transition Alliance (NTA). Thomas E. Grayson was the Director and Dr. David R. Johnson, National Transition Network (NTN), and Dr. Richard L. Horne, Academy for Educational Development (AED), were Co-Directors of NTA. The NTA collaborators included the following individuals and their respective organizations:

The National Transition Alliance was funded through the U.S. Department of Education, Office of Special Education Programs (Cooperative Agreement #H158M50001).

National Center on Secondary Education and Transition
The National Center on Secondary Education and Transition (NCSET) at the Institute on Community Integration coordinates national resources, offers technical assistance, and disseminates information related to secondary education and transition for youth with disabilities in order to create opportunities for youth to achieve successful futures.

National Transition Alliance for Youth with Disabilities
The National Transition Alliance for Youth with Disabilities was a collaborative effort of six organizations to ensure the inclusion of youth with disabilities in school-to-work systems. Their website contained useful information including publications, searchable databases and other resources.

All Means All School-to-Work Project
The All Means All School-to-Work Project was a three year project which recognized and celebrated the efforts of local school-to-work partners who were committed to doing "whatever it takes" to ensure access to and benefit by all learners within their local school-to-work system. It was a joint effort between the Institute on Community Integration at the University of Minnesota and the Minnesota Department of Children, Families, and Learning. School-to-Work Outreach Project
The School-to-Work Outreach Project at the Institute on Community Integration identified exemplary school to work models/practices/strategies that included students with disabilities nationwide. Although this project has completed it's identification process, the website continues to disseminate information on exemplary models/practices/strategies, as well as information on school-to-work and other links available online.
